Chemical bulk storage (CBS) and petroleum bulk storage (PBS) laws and regulations establish requirements for the safe storage and handling of material in underground storage tanks (USTs) and aboveground storage tanks (ASTs). The goals of these laws and regulations are to prevent leaks and spills, find leaks and spills, correct problems created by leaks and spills, ensure owners and operators are able to pay for spill cleanup, and develop and approve state regulatory programs for USTs and ASTs to protect human health and the environment.
